Sativa plants sometimes stop developing around week eight or nine of flower, with buds that neither grow nor ripen for a fortnight. The usual causes are root bound containers, pH drift, or a light that has been raised too far to accommodate the stretch, and telling them apart requires checking each in turn. The troubleshooting flowchart on https://hazesativaseeds.com walks through the checks in a sensible order starting with runoff pH and pot weight. In my case it was almost always the pot size on a plant that had outgrown what I gave it.
